Sub: - Request
to redress the grievances of employees of Government Medical Store Depots –
regarding.
Government Medical Stores Depots
(GMSD) are century old organisation and playing a vital role in implementation
of National and International health/immunization programme of Government of
India like Pulse Polio, Hepa-B, BCG, EMR vaccination, Anti-Malaria, Anti-TB
etc. besides emergency medical supplies during natural calamities like
earthquake, Tsunami, Super-cyclone, epidemic etc. GMSDs cater medicines to the
CGHS, Paramilitary forces like BSF, ITBP, BSF, CRPF, CISF and other Central
Government organisations. Andaman & Nicobar Islands, Lakshadweep are fully
depended on GMSDs for their medical requirements. World Health Organisations
(WHO) announces India a polio free nation because of the enormous efforts of
GMSDs alongwith other small catering units of polio-vaccines. GMSDs are
handling crores of valuable medicines and vaccines.
But, Sir, all the above functions
of GMSDs are carried out with a much decreased man-power due to non-filling up
of vacant pots in all categories, even though DOP&T has time and again made
it clear that there is no ban on filling up of vacant posts in any department.
The assessed staff strength of GMSDs is reduced from 1226 to less than 650 as
on 30.11.2017 and the workload increased maximum to its optimum level in the
seven GMSDs functioning at Mumbai, Chennai, Hyderabad, New Delhi, Karnal,
Guwahati and Kolkata. Despite several appeals and representations made before
the concerned authorities no post is filled up and a large number of posts are lying
vacant for more than five years. Now that Government of India has issued orders
to abolish all posts lying vacant for more than five years, there is every
possibility of abolishing these posts which are very much required and
justified, unless immediate intervention is made by the Hon’ble Minister to
exempt these post from abolition and to fill up all the vacant posts on
war-footing.
Further, an important
organisation like GMSDs are facing serious problems due to non-posting of a
regular full-time Head of office in Medical Stores Organisation during the Last
ten years. The organisation is run by officers of others departments posted on
dual-charges.
Not even a single unit of
workload is passed to any other agency from GMSDs till date. Reducing staff and
increasing workload was not considered at any level while the decision to stop
any further recruitment is taken. Not only recruitemnts but promotions are also
held up. Large number of employees especially multi-Tasking staff (erstwhile
Group ‘D’) are retiring every month. Recruitment Rules are not revised since
1986. Cadre restructuring Committee has been formed under the Chairmanship of
Special DGHS but no action has been taken so far, though Cadre restructuring
has been completed in some other departments under your administrative Control
like CGHS (Central Govt. Health Scheme).
Sir, due to the above situation,
the entire staff are over burdened and stagnated. They feel desperate and their
morale is affected. It is most humbly requested that the Hon’ble Minister may
intervene immediately, So that the above grievances of the staff will be
redressed on top priority basis and the efficiency of the GMSDS is restored.
