PRESS RELEASE.

 

   

One of the leading vernacular dailies of the country, "Mathubhumi", has today brought out a sensational news on the probable recommendations of the Sixth Central Pay Commission purported to have come from a reliable source.   As per the report, the Commission has submitted an interim recommendation to the Govt. on a specific request made by the Finance Ministry.  In the absence of any provisions in the terms of reference for an interim report except on the question of   "interim relief", which the commission has flatly refused to  give, both the requisition made by the Ministry of Finance and the obedience thereof by the Pay Commission are startling. The report if it is true (we have no reason to disbelieve it, given to the respectability and reliability Muthurbhumi   commands amongst its readership), will trigger off serious industrial action, as the demand for minimum wage on the basis of the  need based minimum wage formula which works out to Rs 9730 as on 01.01.2006 stands rejected for no valid or tenable reason , especially in the present  socio-economic condition in the country and the financial resource of the Govt. of India.

Subject:            Upgradation of Bangalore as A-1 class city for the purpose of House

Rent Allowance/Compensatory(City) Allowance – regarding.

 

 

            The undersigned is directed to invite attention to this Ministry's O.M. No. 2(21)/E(B)/2004 dated 18.11.2004 regarding re-classification/upgradation of cities on the basis of the population figures of 2001 census for the purpose of House Rent Allowance/Compensatory (city) Allowance to the Central Government employees and to say that consequent upon re-constitution of the area of Bangalore Mahanagara Palike and re-naming it as Bruhat Bangalore Mahanagara Palike with the addition of certain areas within its Municipal limits vide notification No. UDD 92 MNY 2006 dated 16.01.2007 of the Government of Karnataka the population of 'Brukat Bangalore Mahanagara Palike' has increased and therefore, qualifies for classification as 'A-I' class city for the purpose of House Rent Allowance/Compensatory (City) Allowance to the Central Government employees.

 

2. The President is, accordingly, pleased to decide that the city of Bangalore (including existing Urban Agglomeration) shall stand classified as 'A-I' class city for the purpose of grant of House Rent Allowance/ Compensatory (City) Allowance to the Central Government employees posted there.

 

3. These orders shall be effective from 1st October, 2007.

 

4. The orders will apply to all civilian employees of the Central Government.  The orders will also be applicable to the civilian employees paid from the Defence Service Estimates.   In respect of Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and the Ministry of Railways, respectively.

 

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

Charter of Demands
1. Scrap the PFRDA Bill and Cancel appointment of the Pension
fund Managers; Introduce statutory pension scheme for the new
recruits;
2. Grant full Trade Union rights including the right to strike
to all Government employees through appropriate legislation;
3. (a) Stop downsizing the Government departments, privatization
and contractorisation/ casualisation of Governmental and teaching
functions. Stop contractual appointments of teachers and workers,
regularize all daily rated, casual and contingent employees
(b) Lift the Ban on recruitment and fill up the existing vacancies of
all Government departments, educational institutions and State
undertakings; Provide job to jobless
4. Grant Interim relief of minimum of Rs.1000/-/ to all Central
Government employees. Implement the 6 th CPC recommendation with
effect from 1.1.2006.
5. Bring down the abnormally rising prices of essential
commodities and strengthen subsidized public distribution system.
6. Merge of 50% DA with basic pay with all consequential benefits
and release of all DA instatements to the State Govt. employees.
7. Withdraw the 5% cap and other restrictions on compassionate
appointment. Restore the compassionate appointment scheme wherever it
stands abolished.
8. Stop the proposal to replace the CGHS by Medicare insurance scheme.
9. Implement all pending awards of the Board of Arbitration.
10. Remove the quantum ceiling on Bonus and grant bonus to all.
11. Set up a Judicial Committee for wage revision of Grameen Dak
Sewaks in replacement of Nataraja Murthy Committee.
12. Increase GPF& Small Savings' interest rates and restore to its
early level.

Up-gradation of the City of Hyderabad :

 

            We are happy to inform that the Government has accepted our demand for reclassifying the City of Hyderabad as A-1 on the basis of the revised notification issued by the Govt. of Andhra Pradesh enlarging the jurisdictional area of Hyderabad City and converting it into the Greater Hyderabad.   Copy of the order issued by the Govt. is enclosed.  The COC Hyderabad deserves praise and congratulation for the efforts undertaken by them for the benefit of all Central Government employees stationed at Hyderabad.   The Confederation CHQ had taken up this issue with the Govt.  at the request of the COC, Hyderabad some time back.   The HRA and CCA will hereafter be paid at the revised rates from Ist September, 2007.

 

            The up- gradation of the City of Bangalore which have already been  taken up with  the Govt. is pending for receipt of a clarification from the Government of Karnataka.   We hope the GOI will take similar decision on receipt of the reply from the Karnataka Govt.

 

            We send herewith a copy of our letter addressed to the Secretary General, All India State Govt. employees Federation conveying a draft schedule for holding joint Convention at the State Capitals.   In his communication to the State Units, Com. Sukomal Sen has asked the concerned Secretaries to get in touch with the respective COCs for fixing up the mutually convenient date for the said convention.   Kindly contact the State Secretaries of the State Govt. employees' organizations and inform us the agreed  date so that the CHQ would be able to advise our comrades accordingly.   Action in this matter at your end is urgently needed as also a communication thereof to us.

 

            We expect an early reply from all the State Capital COCs.

            The undersigned is directed to invite attention to this Ministry's O.M.
