DRAFT MINUTES ON MEETING WITH AS(P) HELD ON 11.12.2007

 

            The following issues concerning Pensioners were discussed on 11.12.2007 with the Director Department of Pension. The gist of these discussions is given against each item:-

 

I.          Exgratia payment to SRPF retirees who retired voluntary or on medical invalidation .

            The department of Expenditure has advised that the matter may be referred to VI

             CPC .The   Staff Side pointed out that  there is decision of CAT  which had been sent  toDeptt. of Pension and JS(Per) as per decision in the last meeting and wanted to know whether the side decision was  considered. The official side agreed to reconsider thematter.

                        This issue of grant of exgratia to widow of SRPF retirees sanctioned after VI CPC has not been sanctioned widows whose husband had voluntary retired or were Medically invalidated. The   Director said that it would be looked into.

 

II.        Commutation of Pension to those who are facing disciplinary proceedings under rule 9 of CCS(Pension) Rules.

Rule 4 of CCS (Commutation of Pension)Rules,81 provides that am retired employee against whom proceedings under Rule 9 of the pension rule is pending shall not be eligible to commute 40% of Pension. Present provision is too harsh because is these proceedings are decided to say after long time, and then communication is allowed, its restoration is also deferred beyond an age by which the pensioner may not even survive. The Staff Side proposed that this provision may be amended and such employee made eligible to commute 40% of provisional pension. In case a penalty of cut in pension is imposed, the commuted value to the extent of cut may be adjusted in lumpsum from the with held amount of DCRG. After discussion the official side indicated that a revised proposal would be finalized in a months time which could then be discussed.  

 

III        Family pension to family of kidnapped Govt. servant.

The Staff Side proposed that family pension may be granted after obtaining am indemnity bound for refund/adjustment if the kidnapped Govt. servant is bough back and joins service. If this is not done the family is left without any means to live. Once am FIR has been filed and the police fails to trace him, family pension may be granted  by the head of the Deptt. instead of referring each case to Deptt. of pension/Deptt.of Expenditure. The Staff Side agreed to consider the above subject.

 

IV.       Anomaly in Revision of Pension

There are Govt. employees who are drawing higher amount of pension but in lower prerevised    pay scales than others who are in higher prerevised scales but were drawing lower pension as on 1.1.96

            In respect of pre 1996 retirees it was provided that pension fixed as per the fitment formula will be hiked to 50% of the revised pay scales. Obviously the pension of am employee who was fixed at lower pension starts getting higher pension being 50% of revised pay scales    where as the other employee getting higher pension in lower pay scale    start getting 50% of  the revised (lower) pay scale which is lower than the former.

 

V         Extension of benefit of upgraded pay scales in organized Accounts & Audit cadres to pre 1986 retirees

                        All pre 1986 retires have fist been fixed notionally in the revised pay scales as on 1.1.86 their notional pension determined on the  basis said notional pay has been revised according to the fitment formula as on 1.1.96. Thereafter the pay scales of Accounts and Audit cadres have been upgraded with effect from 1.196 and post 1996 retirees have been granted the revised pension on the basis of their notional pay was therefore demanded by the staff Side that pre 1996 retirees including pre 1986 retirees of the Account & audit cadres may also be extended the benit of upgraded pay notionally including hiking their revised pension to 50% of minimum of the revised pay scales.

            The official Side cited O.M.No 38/36.03 P&PW(P)Pt. dated 5.9.2007 according to which the benefit has been withdrawn to pensioners who retired during the period from 1.1.96 to 18.2.2003 in pursuance of Supreme Court judgment dated 23.11.2006 in Sh. K.S Krishna Murthy & others Vs. UOI in CA No.3174/2006.

                        The staff side pointed   out that the said judgment had only upheld that the revision of pay on 1.1.96 would be in the corresponding revised pay scale and not the upgraded pay scale of the post. Hence this judgment was not to be made applicable to Accounts &  aUDIT  cadres   whose corresponding pay scale was revised and   upgraded notionally from 1.1.96 and actually from 19.2.2003.

                        Further Staff side also pointed out provisions of Rule 70 of CCS(Pension) Rules according to which the pension already fixed on the basis of notional pay in upgraded pay scales of the Account & audit cadres in respect of retires between 1.1.96 to 18.2.2003.

                        The Staff Side requested that the issue raised by them may be reconsidered in the light of the aforementioned submissions.

 

VI.       New Pension Scheme .          

Since this matter is still being discussed in the Standing Committee and the Department of Economic Affairs have given certain clarifications, it was not discussed.

 

 

VII.     Raising quantum of Exgratia to SRPF retirees .

The Staff Side pointed out that revised orders raising quantum of Exgratia to SRPF retirees have been issued only by Railway Ministry, similar order may also issued by the Department of Pension in respect of CPF retirees of other Establishment. The Official Side indicated that the matter is under consideration.

 

VIII     Payment of DCRG to pre 1986 retirees taking D.A. into Account

Supreme Court have decided the matter in favour of the Government. Copy of orders issued by the Department of Pension shall be furnished to the staff Side.

 

IX        Grant family pension to Smt. N . Lalitha, W/o G. Natarajan of ordnance Factory   , Avadi

The Official Side stated that at the time Shri. Natarajan had been absorbed in the Ordnance Factory, Avadi ( a Corporation) he was not confirmed and as per extant rules no prorate pension was admissible to him or his wife. The Staff Side pointed out that Shri. Natarajan was Quasi permanent when he was absorbed and therefore   carried all attributes of permanency. This case should be considered. The Official Side agreed to look into.

 

X         Grant of 50% minimum pension of revised pay scale of the post .

The Official Side gave the order of the Supreme Court as also copy of the order issued by the Deptt. of Pension. The iten was closed.

 

XI        Revision of family pension in respect of spouses of persons retired on compulsory retirement .

Clarificatory  order issued on 25.3.2004 (F.No.45/86/97 P&PW(A) pt. V)

            Was furnished to Staff Side. The matter was closed.

 

XII      Recovery of Fixed Medical Allowance from Telecom  retirees of Raipur.

The telecom retirees of Raipur were granted fixed Medical allowance of Rs.100 / p.m. for 29 months after obtaining from them option ect.  Lateron it was decided that they should get their treatment in the postal dispensary after paying the contribution of Rs,2900/-paid to them was also recovered from them. This was illegal recovery on because of the department sanctioned this allowance to them and during that period they had not obtained any OPD treatment from postal Dispensary.

                        The Official Side agreed to refer this case ( Staff Side letter dated 25.8,2003) to the Deptt. of Telecommunications.

 

XIII.    Anomaly in the Pension of BSNL employees who retired during the period 1.10.2000 to 31.8.2001.

The Staff Side had suggested that the anomaly in question should be removed in the same way as was done in the case of Govt. employees retiring during the period 1.1.96 to 30.9.96. The Department of Telecommunication had already furnished two cases of anomaly to Deptt. of pension through the file No.40-3/2004(Pen -B) and as such this matter was pending with Deptt. of pension(Staff Side  letter dated …    ) again to Deptt. of Telecommunications.

 

XIV. Inclusion of    Non Practicing Allowance in emoluments of Railway Medical Officers for revising their pension w.e.f.1.1.96.

                        The Official Side pointed out that Supreme Court in another case of Defence Doctors have upheld the order not to allow NPA in their emoluments for purpose of fixing revised pension w.e.f.1.1.96.

                        The Staff side pointed out that in earlier case filed by Railway Medical Officers (Retd) the above order was set aside. A Railway Doctor who had intervened in this case was allowed the benefit of judgment of Delhi High Court and their for this benefit may also extended to Railway Doctors of Jaipur who had who had also intervened in this case. The Official Side stated that there was no record to show that they had intervened.

                        The Staff Side stated  that the necessary documents showing that the Railway Doctors of Jaipur had intervened would be furnished. The Official Side agreed to reconsider the matter in the light of the record and keeping in view the latest judgement of the Supreme Court.

 

XV.      Representation to NCC P on SCOVA.

                        Request was made on 29.5.2002 by the Staff Side, Secretary/Chairman NCCP that its representation may also be nominated on SCOVA as they represent pensioners at National level through its State Coordination Committees. Shri R.K. Chandra the then Additional Secretary (Pension) in his D.O. letter No. 41/5/2002-P&PW(G) dated 14.6.2002 that this proposal would be considered in 2003 when SCOVA were not in favour of expanding SCOVA.

                        The Staff Side pointed out that the manner in which SCOVA is constituted is quite defective as it did not take into account the representative character of the Pensioners Organizations.

                        The Official Side stated that they have now with them the membership strength of various pensioners organizations and hey would nominate SCOVA member keeping in view their membership strength. They agreed to 9 nominate NCCP representatives when new SCOVA constituted after 31.3.2008.

                        The Staff Side also pointed out that no meeting of SCOVA constituted in October,2001 and again in 2003/2005 ect. including the extend terms up to 31.3.2008 had at all been held. The Official Side assured that meeting of SCOVA would be soon held.

 

XVI     Fixed Medical Allowance to Pensioners of Coffee Board .

                        The Official Side informed that this matter is subjudice  and therefore decision will be taken only after the issue decided by the court.

 

XVII.   Fresh option for pension to Non-Statutory canteen employees .

                        The matter is still in the Courts. Hence the decision by the Court would be awaited.

XVIII. Action Taken Statements.

                        The Staff Side pointed out that Action taken statement have not been circulated in respect of minutes of any of the previous meeting with the result that further decision on the issues disused in those meeting have not been held. In the previous meeting a statement showing the date of meeting, letter forwarding minutes of meeting was furnished in respect of which Action taken Statement in respect of   these meeting.

                        Even for the last meeting held on 22.11.2006 no Action taken Statement has been furnished though issue have been discussed again in the basis of verbal intimation of the status given in the meeting

                        The official side agreed  to hold next meeting within next three moths after circulating the action Taken Statement in respect of previous  and this meeting.

XIX     Supply of copies of orders on pension to Staff Side members

                        The Official Side reiterated that now they would furnish  copies of all orders issued by Deptt. to all Staff Side members of National council as also to Secretary, .Staff Side National council.

 

XX       Response letters from Staff Side Members .

                        The Staff side pointed out that no reply is given to letters sent by them and therefore in every meeting  these letters have to be discussed. In most cases it is reported that the letters sent by them are missing. In several cases photo copies of those letters are again furnished.

                        The official Side indicated that the letters sent by Staff side would be Promptly responded to in future and future discussion thereon may take place in next meeting.

Gist of discussions in the Standing Committee

Meeting held today:

 

            The meeting of the Standing Committee of the JCM National Council was held today. Secretary (Personnel) presided.   On behalf of the Confederation, Com. S.K.Vyas President and Com. KKN Kutty, Secretary General attended the meeting. All agenda items could not be discussed as the meeting had to be ended at 3.00 PM.  The next meeting will take place within three months.  Decisions taken on each of the agenda items discussed will be circulated shortly.  

 

            The following were the prominent issues that came up for discussion today:

 

(a) Bonus:       Official side informed that the Cabinet had excluded the Central Govt. employees from the purview of the recent amendment to Bonus Act, whereby the ceiling limit for calculation of bonus had been raised from Rs. 2500 to Rs. 3500. The Staff Side reacted sharply to this statement and informed the Secretary Personnel that they would be left with no alternative but to withdraw from the discussion forum and resort to action programmes if the Govt. persists with its untenable decision.   The Secretary (Personnel) assured the Staff Side that he would convey their strong resentment over this issue to the Cabinet Secretary and will convey the Government's position. The Staff side has decided to meet in the first week of January, 2008 and consider the outcome of efforts of the Secretary Personnel in this regard and take appropriate decision.

 

(b) Interim Relief and the CPC Report:  The Staff Side Secretary conveyed in his initial remarks that the employees are concerned over the delay in the submission of the report by the 6 th CPC due to the various references being made by the Govt. at the last minute. He also informed the Secretary Personnel that most of the Public Sector undertaking employees have been granted interim relief ranging from Rs. 20000 to Rs. 60000 while the Central Govt. employees are denied despite specific terms of reference to the 6 th CPC.  He urged the Secretary Personnel to appreciate the injustice caused to the Central Govt. employees in this regard.

 

(c) Arbitrary reduction of CGHS rates for hospitalization and pathological tests in recognized hospitals.   The Stand of the Health Ministry officials was that the rates had been revised on the basis of the tender and naturally the recognized hospitals were not entitled to object to it. The Staff Side pointed out that none of the recognized hospitals had entered into an MOU with the Govt. on the reduced rates and the beneficiaries are denied the treatment in all places.   After some discussions it was decided that:

(i). the Health Ministry officials will interact with the CGE organizations in all Cites and towns where the scheme is in vogue and report as to which hospitals are providing treatment on the basis of the reduced rates and which of them were refusing to take corrective steps;

 

(ii). The calendar of such meetings pertaining to various CGHS centres would  be prepared by the Health Ministry and would be submitted to the Secretary (Per) within 10 days.

(d) Arbitration awards: It was indicated that discussions on all items had been completed and the matter is being considered at the level of the Cabinet Secretary as to the next course of action.

 

(e) New Pension scheme: Both the Sides reiterated their position.  The denial of family pension and other retirement benefits in respect of the employees recruited after 1.4.2004 and the remedial actions were stated to be under consideration of the Govt.  In respect of those employees who were given the temporary status prior to 1.4.2004 and in whose cases, 50% of the services rendered as casual/contingent/daily rated workers are to be counted for the purpose of pension, the Secretary Pension informed the staff side that the question of treating them as having been recruited prior to 1.4. 2004 would be considered.

 

(f) Compassionate appointments:  The Official side has gone back on their earlier assurance and has now stated that no further relaxation would be available in this regard further to what had been already announced.   The Staff side contested the position taken by the Department of Personnel in the matter and reminded them of the promise held by the Cabinet Secretary when the issue was discussed with him as part of the strike charter. The continuing discrimination in the matter of compassionate appointment between the employees of the Railways and other Central Govt. employees was also brought home. After discussion, it was decided that the Joint Secretary (E) in the Department of Personnel will discuss   the issue once again with the staff Side to prepare a note to the Cabinet Secretary incorporating the views of the staff side properly for his reconsideration.

 

(g) At the end of the meeting Staff Side Secretary enquired whether there was any proposal to raise the retirement age from 60 to 62 to which the Secretary Personnel clarified that to the best of his knowledge and information that neither the Department of Personnel nor the Finance has officially mooted any such proposal.

            In the Circular letter No. 13 of the Confederation, we had inadvertently omitted the name of Com.V. Bhattacharya from the list of members of the Committee set up by the National Executive to prepare the proposal for the Parliamentary Committee on subordinate legislation.   The Committee will have 8 members including the name of Com.V. Bhattacharya.  We deeply regret for this omission and request Com. Bhattacharya not to feel offended over this inadvertent mistake.

Dear Comrade,

            The National Executive of the Confederation met at Bangalore on 9th December, 2007 on the eve of the silver jubilee celebration conference of the Karnataka State COC on 10 th and 11th December, 2007.  The Conference was inaugurated by Com. W.R. Varadarajan, All India Secretary, CITU and was addressed by many eminent Trade Union leaders.  On behalf of the CHQ, Com. Vyas, President and Com. KKN. Kutty Secretary General attended the inaugural session. 

            At the request of the Karnataka COC, the National Executive Committee meeting was held at Bangalore to enable the NE members to attend and participate in the silver jubilee conference.  The meeting noted the absence of many NE members without even favouring the CHQ with the reasons for their absence, though important agenda items had been slated for discussion. The Karnataka State COC had made excellent arrangement for the conduct of the meeting. The meeting commenced at 3.00 PM and ended at about 7.45 PM on 9th.   We give hereunder the minutes of the deliberations at the meeting. The National Executive has decided to organize two programmes in the month of January, 2008 as a follow up to the strike organized on 30th October, 2007.  The meeting decided to project the following issues for immediate settlement.

1.                   Compassionate Appointment

2.                   Revising Bonus for 2006-07 on account of revision of ceiling;

3.                   Regularization of daily rated workers;

4.                   Arbitration Awards;

5.                   Reducing of CGHS rates for inpatient treatment and various pathological tests at cities other than Delhi arbitrarily by the Health Ministry

 

On 3rd January, 2008 , as part of a mobilization, all employees would be requested to wear the demand badges throughout the day.  The badge will depict the above mentioned five demands.

 

From 7th to 10th January, 2008 , relay dharna will be organized in front of different offices in the respective towns and cities by the respective COCs to seek the public support for the demands.

 

On 11th January, 2008 , rally and procession will be organized in all towns and cities eliciting large number of Central Govt. employees and a memorandum will be submitted to the Governor/Lt. Governor as the case may be explaining the above memorandum.   (Draft memorandum will be prepared and e mailed shortly). At Delhi the rally and procession will be organized to handover the memorandum to the Prime Minister.

           

            All COCs and affiliates are requested to carry out this programme and explain the members that the 6 th CPC report which is expected to be submitted to the Govt. in March, 2008 would be far from our expectation warranting sustained and continuous struggles.

Minutes of the Meeting of the National Executive of Confederation of Central Govt. Employees & Workers held at Bangalore on 09-12-2007

 

Members Present in the meeting:

            The National Executive Meeting of the Confederation was held at Incometax Office, CR Building,   Bangalore on 09-12-2007 as indicated in the notice dated 06-11-2007.   Participants in the meeting was welcomed by Com.Radhakrishna, General Secretary, C-o-C Karnataka.   Com.S.K.Vyas, President presided over the meeting. The meeting observed two minutes silence to condole the sudden demise of Com.Ajoy Bhowmik, Ex-President   and General Secretary of COC West Bengal State Committee. The house adopted a condolence resolution to pay homage to Com.Bhowmik. 

            The Decisions taken on agenda items subjected to discussion are as under:-

 

Item No.a)        Review of the one day strike organized on 30-10-2007:

            Com.Secretary General informed the house that the strike organized on 30-10-2007, under trying circumstances in the background of the Railways and Defence workers  keeping away had elicited large scale participation of Central Govt. employees, as was reported in the Press communiqué issued by the Confederation Hqrs on 30-10-2007. He also stated that the joining of the AISGEF in organizing the strike unitedly had created a salutary impact in mobilizing the central Govt. employees and the joint convention and innumerable meetings held helped immensely to propagate the issues.   All affiliated organizations and the C-o-Cs had telephonically filed the report on 30th itself to the Hqrs to enable it to issue the Press communiqué on the day of the strike itself.   Com.Secretary General however, stated that written reports called for in a particular format were received only from a very few affiliates and C-o-Cs and the deficiency in this regard continue to persist, despite the promise made to the contrary in the last meeting of the National Executive.   The reports received from the following affiliates were read out:

1.                   Income Tax Employees Federation;

2.                   All India Archeological Survey of India;

3.                   All India Customs Ministerial Staff Federation;

4.                   All India Customs Gr.D Officers Federation;

5.                   Govt. Medical Stores Depot Employees Union;

6.                   All India Civil Audit and Accounts Association;

7.                   All India Foreign Trade Employees Federation;

8.                   National Federation of Atomic Energy Commission Employees Assns;

9.                   All India Central Ground Water Board Employees Association.

Com.K.Raghavendran and Com.Manimohan personally presented to the house the details of the respective participation of Postal employees and Central Excise Inspectors in the one day strike on 30 th.  Com.Brighu Bhattacharya, Secretary General, Civil Accounts Association placed the report on the strike to the house.  Com.M.K.Sharma informed the house of the strike participation of Survey of India Employees.  All of them assured to follow it up with a written report.

The house decided that the Head quarters should write to the affiliates once again requesting them to file a report on the strike participation in order to have a clear picture of the weaknesses manifested to take corrective steps as a sustained and prolonged industrial action will become inevitable in March next when the 6 th CPC makes over its report to the Govt.  The Secretary General informed the house that reports were received only from the following C-o-Cs:

Andhra Pradesh; Madhya Pradesh; Western UP, Lucknow; Allahabad;   Delhi; Puduchery and Tamil  Nadu.

Though the other C-o-Cs had reported with details of the strike participation, written reports are yet to be filed. They will be reminded to send their reports.

The meeting came to the conclusion that the strike call had been well responded and the danger of losing pension has been well understood by the rank and file of the workers.  

 

Agenda Item No.(b):  Discussion on steps needed to remove weakness and difficulties :

Com.Secretary General reported to the house that he along with Com. President had met Com.Manna, Secretary General, CPWD Workers Union in a bid to explore the possibilities of the CPWD Union endorsing the call for one day strike.  Com.Manna had explained the difficulties encountered by them in the background of the nugatory attitude of the Govt. in not recognizing the Union and the impasse created in the functioning of the JCM and various other problems created due to the proliferation of Union and disruption of the once united and strong movement of the CPWD workers.  Com .Secretary General informed the house that Com.Manna had assured all possible cooperation in the given circumstances by the CPWD workers. He said that some of the branches of CPWD Union had in fact participated in the strike and hoped that more number of CPWD workers will participate in future struggles of the Confederation.

The meeting noted that although the All India CGHS Employees Union had not served the strike notice, some of its branches had participated.   So was the case with the All India Passport employees Association.  The meeting asked the President and Secretary General to discuss the matter with the leaders of these two organizations. It was reported that some of the Survey organisations had gone back on the decision to go on the strike, after serving the notice at the last moment.   It was decided that Com.M.K.Sharma and Com.T.D.Banerjee will talk to the various organizations in Survey of India at Dehradun and arrange a meeting for an interaction with all of them by the President and Secretary General.

 

Agenda No(c):  Pay Commission related issues:

It was noted by the house that the 6th CPC recommendations on the following are likely to be totally unsatisfactory:

a)      Minimum Wage(especially in the back ground of the salary of the President having been fixed at Rs.1,00,000/-)

b)      Rate of increment;

c)      Date of effect

d)      Pension

e)      Health Scheme.

The house decided to undertake an intensive campaign to mobilize the employees for an inevitable and intensified and prolonged struggles in March next when the 6 th CPC comes out with its recommendations.

 

Agenda No.(d): Future Course of Action:

            The house identified the following issues for an immediate mobilisation:

6.                   Compassionate Appointment

7.                   Revising Bonus for 2006-07 on account of revision of ceiling;

8.                   Regularisation of daily rated workers;

9.                   Arbitration Awards;

10.               Reducing of CGHS rates for inpatients treatment and various pathological tests to cities other than Delhi arbitrarily by the Health Ministry.

Programme:

 

1.                  Badge wearing and mobilization of employees on 03-01-2008;

2.                  Relay Dharna from 7th January to 10th Jan, 2008 followed by a March to Lt.General/Governors/Prime Minister on 11-01-2008 to present a memorandum

3.                   To take up the issues through a memorandum with all MPS by the C-o-Cs of the respective constituencies .

 

 

Agenda No (e): Organisational review – State C-o-Cs – extended NE with CoC Secretaries:

The extended meeting of the National Executive along with the State C-o-Cs Secretaries will be held at Mumbai in the 3 rd week of February.  The house decided to move a resolution in the said meeting to make it mandatory for National Executive members to attend the National Executive meeting failure of which to result in the forfeiture of the elected posts.   Com.M.S.Raja and  Com.Jairaj will interact with the CoC Mumbai to make necessary arrangements for the meeting.

 

Agenda No (f) : Discussion on issues before Parliamentary Committee on Subordinate legislation:

The house set up a committee to prepare a memorandum to the Committee to be submitted by 28-02-2008.  All National Executive members and affiliates and C-o-Cs will give the feedback to the committee on all rules made by the Government under Article 309 by 17-02-2008.  The Committee will sit at Delhi on 25-02-2008 to finalise the memorandum.  The committee is headed by Com.S.K.Vyas and will have the following members:

Dear Comrades,

 

MANIFEST SOLIDARITY WITH KERALA AUDIT EMPLOYEES' STRUGGLE AGAINST VICTIMISATION

 

            The audit and accounts employees in Kerala under the banner of Audit & Accounts Association is waging a struggle against the die-hard bureaucracy of Indian Audit & Accounts Department demanding vacation of victimisation of Association activists including women employees. The indefinite fast commenced on 5 th November 2007 is still continuing with the Accountant General administration bent on crushing the employees' movement.

 

            The struggle started in December 2006 against outsourcing of work, the state government entrusted to AG, Kerala. Opposition to the outsourcing led to the suspension of a leading activist of the Association forcing the Association to launch massive dharna to force the AG to withdraw the said punitive action. The suspension was revoked at the intervention of the Chief Minister of Kerala.

 

            The Accountant General started the witch hunting by issuing chargesheets under Rule 14 and Rule 16 to scores of Association leaders and activists, All efforts of the Association leaders to end the spree of victimisations through dialogue was thwarted.

 

            In the month of December 2006, when the Dharna was going on, the Accountant General insisted on entering the office through the gate in front of which the Dharna was being staged, even though clear passage was available to him elsewhere through which he had been entering office earlier.   With wanton disregard to decency and decorum especially to women employees, he is reported to have entered the office, triggering of complaints to the women's Commission by those who were victims of his indecent behaviour.   Angered by this complaint, the AG hardened his vindictiveness against the leaders and activists.  The women complainants have now been proceeded against under various provisions of CCS(CCA) Rules on foisted charges.

 

            As of now reduction to lower stage have been effected in respect of 40 employees, 13 are facing chargesheet under Rule 16, 31are facing chargesheet under Rule 14, 6 are denied of promotion, 6 are given reversion to lower posts and more than 500 have been served with memo with several allegations.

 

            This fight of the Audit and Accounts employees of Kerala for vacation of victimisation deserves whole hearted support by the entirety of Central Government employees. The CAG is a Constitutional Authority. The bureaucracy under him however refuses to imbibe the spirit of the Constitution and denies them the right to function and represent unitedly.

 

            Confederation calls upon every affiliate and CoC to send the following telegram to CAG and Finance Minister, to seek their intervention to vacate the victimization and to demonstrate our support and solidarity with the struggling employees of the Audit and Accounts Offices of Kerala..
