N O T I C E

 

                Notice is hereby given for the 24^th National Conference of the Confederation of Central Government Employees and Workers at Kolkata on 4^th, 5^th and 6^th May, 2013 to discuss the following agenda.

 

1.       Confirmation of the minutes of the 23^rd Conference held at Delhi from 4^th to 6^th December, 2009.

2.       Presentation, discussion and adoption of:

(a)    Report for the period 2009-13;

(b)   Accounts for the period 2009-13.

3.       Amendment to the Constitution, if any ; (proposal from the delegates must reach the CHQ before 15.4.2013.

4.       Presentation, discussion and adoption of Resolution on Policy and progamme.

5.       Consideration and adoption of Resolution on demands (Draft resolution must reach CHQ by 15.4.2013)

6.       Election Of office bearers i.e. Members of the National Secretariat.

7.       Appointment of Auditor.

8.       Any other matter with the permission of the Chair.

 

The inaugural session of the 24^th National Conference will be held at 4.00PM at Shramik Mandal Kendra, Kankurgachi, Kolkata 54 on 4^th May, 2013.  Subject session will be at Sukanta Mancha, Beliagfhata, Kolkata, on 5^th and 6^th May, 2013.

 

The Reception Committee set up by the Host Unit, the Confederation West Bengal State Committee will intimate the other arrangements in connection with the Conference. Delegate fee shall be Rs. 500 per delegate.

 

The Composition of the Conference as per the provisions of the Constitution is as under:-

 

Art. 9A. National Conference:

Shall consist of (a) members of the National Secretariat i.e. the office bearers;(b) National Executive Committee members;(c)  National Council members (d) delegates selected by the respective affiliate on the basis of their paid up membership as under:-

Article 9B,9C,9D and Clauses 6 and 7 of Part II of the Constitution are reproduced for the sake of ready reference.

 

9B. National Council.  The National Council shall consist of (a) Office bearers (b) National Executive Committee members (c) The chief executives (General Secretary or Secretary General as the case may be) of all affiliated Associations/Unions (in the case of NFPE, the Chief executives of all its affiliated unions/Associations)(d) the Secretaries of all State Committees.

 

9C  National executive Committee. The National Executive shall consist of (a) Office bearers (i.e. members of the National Secretariat) (b) one member nominated by the affiliated Associations/Federation having paid up membership of more than three thousand and who are not represented in the National Sectt. as an office bearer.

 

9D. National Secretariat shall consist of the elected office bearers.

 

Clause 6 of Part II. Each state Committee shall have five delegates in the National Conference who shall have the right to participate in the deliberations and other activities of the National Council but shall not have the right to vote.  The Secretary of each of the State Committee shall be the delegates to the National Conference and shall also be the member of the National Council and shall have the right to vote as a Delegate/Councillor.

 

Clause 7. Of part II. Each State Committee of the Confederation of Central Government employees and workers shall remit Rs. 1000/- p.a to be eligible for sending the State Secretary as a delegate to the National Conference.  For every additional one thousand rupees remitted per annum (subject to a maximum of Rs. 5000 per annum) the State Committee shall be eligible to depute one associate member for every additional one thousand rupees remitted.

Comrade Hugo Chavez - a true revolutionary mass leader

Hugo Chavez – one of the most famous political leaders of the contemporary world and the President of Venezuela has died. He was a revolutionary and he contributed for major and basic changes in the economy, politics and every aspect of contemporary Venezuela. He led the country against all machinations of American imperialism and consolidated his nation into a strong and independent country having close friendship with all other countries of his South American continent in particular. He showed great guts in nationalising the oil fields and liberated them from the exploitative grip of American Corporates and turned the gains to change the lives of poor people of his country. He had a unique style of building close relationship with the masses. He was a revolutionary leader to bring basic changes in the interest of the toiling masses. He built friendship with countries like Cuba unmindful of reactions from US Imperialism. It would not be out of place to mention that several countries of the South American continent asserted their own independent development and got liberated from the clutches of exploitation of American imperialism by drawing inspiration and leadership from Hugo Chavez. He was all along the best friend of working class all over the world who are fighting against neo-liberal policies of the world corporate houses. The US Imperialism tried everything in the book to unseat him from power but the love and affection of the people of Venezuela always defeated those designs and elected him as their beloved President of the nation. He was only 58 at the time of his demise that was caused by the cancer disease for which he was getting treatment. Not only the people of Venezuela and the Continent of South America but the working people of the whole world have lost their best friend and leader.

PRESS STATEMENT

 Another pro-rich budget

The Union Budget 2013-14 presented by the Finance Minister Shri P. Chidambaram, today in the Parliament was extremely disappointing to the common working people . No doubt they have not expected any relief from this anti people Government and especially from its Finance Minister, Shri P.Chidambaram.  However, they hoped against hope that the Government will read the discontent that is growing fast amongst the people, manifested admirably in the two day strike of the Indian Working Class on 20^th and 21^st.  Despite the erosion of the real value of the wages due to the high rate of inflation, the wage earners genuinely thought that they would be provided with some relief by way of an adjustment of the non taxable maximum.  While the give away to the corporate sector continued as the Finance Minister himself has noted in his budget speech in as much as the revenue foregone on direct taxes did register an increase from a lakh crore rupees to Rs. 1.13 lakh Crores in the last year he never felt the need to address the agony of the workers. 

    

Despite the fall in the rate of growth of economy, the Finance Minister has taken pride in the fact that India continues to be one of the fast growing economy.  What type of growth he was visualizing is hard to gauge when the number of people below poverty line had been on the increase year after year.  There had been all-round increase in the prices of all essential commodities including those where the Government had a say in determining it.  The Railway Minister did not increase the fare for passenger trains for he did it before he presented the budget.  The economic growth and recovery would be a mirage so long as the purchasing power of people get depleted.  There had been substantial reduction of workforce in the organized sector due to intensified contractorisation.

 The pronouncement of increased allocation of funds for agriculture, rural development, education etc. is a travesty of truth.  The FM  has made comparison of the present allocation with the revised estimates of the previous year, which in fact was much lesser than 2011-12.  There had been gross underutilization of the allocated funds in respect of most of the welfare scheme of the Govt. last year.  While presenting the economic survey, the Finance Minister assured the country that the days of recession were over and the era of growth will usher in soon, which has only pleased the TNCs and corporate houses in the country. The FM has unambiguously spelt out the continuance of the neo liberal economic path of development with much more fervor in the months  to come.

  To expect that the Govt.  will address the concern of the common people and the working class is foolish, if the Budget proposal is any indication.   But how long the people  are to suffer this agony.  Every decision of this Government being anti-working people and the Budget being a policy pronouncement, we must strive our best to organize movement to oppose the disastrous  policies being pursued by the UPA Government.

INTERNATIONAL WOMEN'S DAY – 08.03.2013

 

Dear Comrades,

 

                The International Women' day which falls on 8^th March is observed throughout the world. The UN theme for the International women's day 2013 is "A promise is a promise; time for action to end violence against women". This year in India, we saw a massive uprising against the atrocities on women immediately after the barbarous sexual assault on student in Delhi.  She later succumbed to the injuries suffered during the assault. 

 

                 Thousands of young men and women, students and common people assembled at Vijay Chowk and elsewhere in Delhi and other parts of the country demanding stringent action against the culprits besides asking the Government to make enactment to protect the women. Empowerment of women is an issue that has to be focused and taken to its logical end. There is no shortcut for that. Raising the conscious level of the society at large through sustained campaign and struggles is the only way out. It is a painstaking path, but there is no other alternative.

 

The brutalities against women, attempt to dispossess the women of their right to property is the outcome of the patriarchal system that has taken roots in our country. In our society today women are being portrayed as a commercial commodity an offshoot of the impact of the neo liberal economic policies where except profit nothing matters. The fight for empowerment of women, hence, cannot be separate from the struggle against finance capital driven neo-liberal economic policies.

 

We call upon  every affiliate and the State Committee to observe the International Women's Day in a befitting manner by holding Seminar, Convention, meetings etc depending upon the local situation. The programmes may be utilized to drive the theme of the International Women's Day 2013. The apathy of the rulers towards crime against women must be exposed.  We must bring to the public gaze that many in the ruling class have criminal background and are facing charges of assault on women. The convention/seminar/meeting may be preceded by handbills focusing on this issue.

                                     The 48 hour two day General Strike

 

                The two days strike, for which the call was given by the Joint Platform of Trade Unions in the country through the National Convention held at New Delhi on 4^th September, 2012 was a tremendous success.  Not only the workers in the country but also common people supported the strike action in many States.  It is estimated by the Central Trade Unions that more than 10 crore workers might have participated in the strike.   In other words more than 50 crore people of the country supported the action.  The overwhelming response in the mightiest strike action  ever of the Indian working Class is indicative of the growing anger against the economic policies pursued by the Government.  There had been constant and continuous increase in the prices of basic needs of the common people i.e. food items, gas, diesel, gas, coal electricity etc. in the last two years.  The inflation in the economy continued unabated despite the assurance held out by the rulers, as a matter of course. to contain it. 

Every decision of the UPA II Government has fuelled the inflation in the economy and consequent rise in prices of all essential commodities.  Despite the lathi charge and arrest of the workers in certain parts of the country, the strike had been by far peaceful.  Leader  of the Haryana Roadways Corporation affiliated to AITUC was killed in Ambala Transport Depot in a tragic incident when the Transport authorities decided to take a bus from the depot against the opposition of the workers. Most of the State Governments especially the TMC led West Bengal State Govt. Did their best to suppress the strike action without success.   

 

All vital sectors viz. Bank, Insurance, Central and State Government offices, Industrial Establishments, Ports and Docks, Surface Transport except Railways and Airlines, Power  etc. remained paralysed.  The Central Government employees on the call of the Confederation of CGE and workers responded magnificently.  There had been apprehension of the extent of participation in the two day strike action especially after the one day strike on 12.12.2012 on the 15 point charter of demands.  The report we have received at the CHQ proves that the apprehension was totally misplaced and the number of employees who participated in the 20^th and 21^st Feb. 2013 was more than we could elicit on 12^th December. 2012.  No doubt in some of the organisation, the strike participation on comparison with 12^th December, was less.  But this has been more than made up by the other organisation who could improve their position of participation on 20^th and 21^st.  We append hereunder the Press Statement we issued on 21^st Feb. on the basis of the reports we have received through telephone and SMS.

 

The unprecedented participation of workers in the strike had been the manifestation of the people's resentment  to the economic policies of the Government which has virtually made the poor poorer and the rich richer. They have asserted in no uncertain terms that these policies must be reversed at all cost for India to remain a sovereign republic.  The recent decisions of the Government to allow FDI in Pension, and increase FDI foray  in the Banking and Insurance Sector will bring back the country to serfdom.  The struggle will have to continue and the campaign against the policies must pick up further momentum in the months to come.

 

There had been continuous propaganda by the Government through electronic media that the Government employees do not have the right to strike and not only "dies non" but disciplinary action will also be taken against the striking employees.  It has been proved on a number of occasions that the vindictive actions will be resorted to by the Government when the unity is disrupted and the strike participation for one reason or other dwindle.  The greatest safeguard against such barbarous  and vindictive actions is to preserve our unity and determination and tread the path of struggle with cent per cent participation.  Campaign amongst the mass of the employees to bring home the pernicious impact of the economic policies in the day to day life and standard of living is a pre-requisite for the success of the strike action.  Wherever, this has been done,  it has paid rich dividends.

 

We must review the two day strike action as soon as possible.  Since the Conference of the Confederation  is due in the month of April, it may not be possible to convene the National Executive meeting immediately.   We are planning to meet in the Sectt. and in order to enable us to conduct a proper review,  we need the following information both from the State Committees and the Central HQrs of the affiliated Association.  The format is given in the annexure to this communication.  Kindly ensure that the reports are sent to us by 10^th March, 2013.

About 8 lakhs Central Government employees took part in the 48 hour (two day) general strike yesterday and today organised by the Indian working class as per the call of the Joint platform of 11 Central Trade Unions of the country. Besides 5 lakh Defence Civilian employees are also reported to have participated in this historic action.

The Strike was total and cent per cent in Income tax and Postal departments. The participation ranged from 60 to 90% in other Government of India organisations except in the Central Secretariat. As per the report, the strike was total in Assam, Tripura, West Bengal, Orissa, Bihar Andhra Pradesh, Tamilnadu, Kerala, Chhattisgarh and 60 to 70% in Rajasthan, Gujarat, Madhya Pradesh, Punjab, Haryana and partial in other States.

CHARTER OF DEMANDS

PART – I

1. Take concrete measures to contain Price rise.
2. Take concrete measures for linkage of employment protection with the concession / incentive package offered to the entrepreneurs.
3. Ensure strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
4. Universal social security cover for the unorganised sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.
5. Stoppage of disinvestment in Central and State PSUs.
6. No Contractorisation of work permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.
7. Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/-.
8. Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9. Assured statutory Pension for all.
10. Ensure Compulsory registration of trade unions within a  period of 45 days and immediate ratification of the ILO Conventions Nos.87 and 98.

PART – II

11. Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7^th CPC.
12. Merge DA with Pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sweaks.
13. Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Government Employees.
14. [a] Departmentalise all Gramin Dak Sweaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.

[b] Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.

15. (a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.
16. Fill up all vacant posts and creates posts n functional requirements.
17. Stop downsizing outsourcing, contractorization, corporatization and privatization of Government functions.
18. Stop Price rise; Strengthen the PDS.
19. (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure; (c) introduce PLB in all Departments; (d) remove the ceiling on emoluments for bonus computation.
20. Revise the OTA, Night duty allowance and clothing rates.
21. Implement all arbitration awards.
22. Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.
23. Grant Five promotions to all employees as is provided for in the case of Group-A services.
24. (a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in pension sector;(c) Scrap the new contributory pension scheme (d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.
25. Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department.
