Dear Comrades,
As already communicated in the last circular dated 29.06.2020,
regarding finalisation of Accounts of Confederation CHQ for the period from
01.04.2016 to 31.03.2019, the National Secretariat meeting held on 28.06.2020
has taken the following decisions.
(a) Secretary
General, Confederation, shall write another letter to Com. Vrigu Bhattacharjee,
Former Financial Secretary to handover the accounts for the period from April
2016 to January 2020 alongwith all connected records, citing the decision of
the National Secretariat held on 28.06.2020.
(b) IN
case Com. Vrigu Bhattacharjee, Former Financial Secretary, Still refuses to
handover the accounts to Secretary General, then the Secretary General shall
circulate the skeleton of Accounts sent by Com. Vrigu Bhattacharjee to Former
President Com. K. K. N. Kutty on 07.02.2020 by email, which is not signed by
Financial Secretary nor it is audited, to all National executive Committee
members to verify whether there is any discrepancies in the accounts. After
getting reply from National Executive Committee Members, the accounts shall be
finalised by a committee of following office bearers, for presentation before
the next National Executive Committee meeting to be convened by
Video-Conference.

The
National Secretariat decided that after completing the above formalities, the
Accounts should be presented before the National Executive Committee by not
later than 15.08.2020.
Accordingly,
the Secretary General, Confederation (CHQ) has issued a notice to com. Vrigu
Bhattacharjee, Former Financial Secretary, directing him to handover the
Accounts and connected records and documents to Secretary General within 10
days from receipts of the notice. The notice was sent by Speed Post Letter No.
ED373015211IN dated 04.07.2020 which is delivered on 06.07.2020.
No
response from Com. Vrigu Bhattacharjee is received by the Secretary General
till date.
Copy
of the Receipt and Payment Accounts for the years 2016-2017, 2017-2018 and
2018-2019 prepared by Com. Vrigu Bhattacharjee, Former Financial Secretary and
sent by email to Com. K. K. N. Kutty, former President (CHQ) on 07.02.2020 is
enclosed herewith for your verification and approval. Please go through the
accounts and reply. If no reply is received from your side on or before
31.07.2020, it will be presumed that your organisation has no objection in
presenting it before the next National Executive Committee meeting for approval,
after finalising the accounts by the Committee constituted by the National
Secretariat meeting held on 28.06.2020.
