MEETING WITH SENIOR OFFICERS COMMITTEE

As notified earlier, the meeting with the senior officers Committee was held on 21.07.2017. The Committee was represented by Additional Secretary, Expenditure (Chairman), Joint Secretary (Implementation Cell), Joint Secretary (Personnel) and Joint Secretary (DOP&T). Staff Side was represented by all 13 Members, Standing Committee, National Council JCM.

Eventhough no specific agenda was notified, the staff side expected that the Committee will hold serious discussion on the demand of Increase in Minimum Pay and Fitment formula as assured by group of Ministers on 30.06.2016. But the Committee just briefed the decision of the Govt. on Allowances. Staff side raised the issue of Minimum Pay and fitment formula and demanded an early decision as per the assurance given by the Cabinet Ministers. Along with that staff side also raised various issues arising out of implementation of govt. decisions on allowances. As usual the meeting ended without any positive outcome.

SUPPORT AND SOLIDARITY WITH BSNL EMPLOYEES STRIKE

Confederation National Secretariat calls upon all affiliated organisations and COCs to conduct demonstrations in front of BSNL offices extending support and solidarity to the BSNL Employees who are conducting nationwide strike on 27th July 2017 demanding wage revision from 01.01.2017. the Central Govt. Cabinet has approved the recommendations of 3rd Pay Revision  Committee (PRC) Report of Central Public Sector undertakings, according to the affordability clause recommended by the 3rd PRC employees of loss making PSUs like BSNL are not eligible for wage revision.

NATIONAL CONVENTION OF WORKERS
ON 8TH AUGUST 2017 – 11 AM
TALKATORA STADIUM – NEW DELHI


Ten Central Trade Unions (other than BMS) has decided to organize a National Convention of workers on 8th August 2017 at Talkatora Stadium New Delhi from 11 AM onwards to discuss and decide the course of joint campaign and country wide united struggle against the anti-worker and anti-people policies of the Central Government. The Joint Circular issued by the Central Trade Unions is published below. Confederation of central Govt. Employees and Workers being a part of the mainstream of the working class has always joined the campaign and struggle programmes of Central TUs.

All the office bearers of affiliated organisations of Confederation are requested to attend the National Convention and make it a grans success.

GOLDEN JUBILEE BSIEA


            
BSIEA has been fighting for the cause of Botanical Survey of India Employees in particular and Central Government Employee in general. Born on the 24th day of 1967, it has passed fifty long years with struggle against injustice and deprivation meted out to the employees of BSI. Simultaneously, its 14 Regional Centres and headquarter in Kolkata were in the forefront in all struggles at the call of Confederation and COCs at state levels.

BSIEA decided to observe the golden jubilee in befitting manner at Head Quarter and in all circles.

Programmer will be inaugurated by Comrade M Krishnan, Secretary General, Confederation of  Central Govt. Emp. & Workers on 24 July,2017 at the Auditorium of Central National Herbarium, AJC Bose Indian Botanic Garden Complex, Howrah at 11am

It will be followed by speeches by eminent Trade Union leaders, seminar on Trade Union related matters and Cultural programme. Later we will organize seminar on scientific matters, related to the department. The Chairman of our Golden Jubilee Observance Committee is Com. Pujush Roy, General Secretary, CoC, West Bengal.

             We will also felicitate our Veteran leaders/ Founder Members in remembrance of their contribution towards our association.

EXTENSION OF CGHS FACILITIES TO THE PENSIONERS OF POST AND TELEGRAPH DEPARTMENT

OFFICE MEMORANDUM

Subject: Grant of Fixed Medical Allowance (FMA) to the Central Government Pensioners residing in areas not covered under CGHS.

           
The undersigned is directed to say that at present Fixed Medical Allowance (FMA) is granted to the Central Government pensioners/family pensioners residing in areas not covered under Central Government Health Scheme administered by the Ministry of Health & Family Welfare and corresponding health schemes administered by other Ministries/Departments for their retired employees for meeting expenditure on their day-to-day medical expenses that do not require hospitalization. Orders were issued vide this Department's O.M. No. 4/25/2008-P&PW(D) dated 19-11-2014 for enhancement of the amount of Fixed Medical Allowance from Rs. 300/- to Rs. 500/- per month w.e.f. 19.11.2014.

2. Consequent upon the decision taken by the Government on the recommendations of the 7th Central Pay Commission on Allowances (with modifications), sanction of the President is hereby conveyed for enhancement of the amount of Fixed Medical Allowance from Rs.500/- to Rs.1000/- per month. The other conditions for grant of Fixed Medical Allowance shall continue to be as contained in this Department’s OMs No. 45/57/97-P&PW(C) dated 19.12.1997, 24.8.1998, 30.12.1998, 18.8.1999 and OM No. 4/25/2008-P&PW(D) dated 19.11.2014.

3. These orders will take effect from 01.07.2017.

4. In their application to the persons belonging to the Indian Audit and Accounts Department, these orders issue in consultation with the Comptroller and Auditor General of India vide their UO No. 169-Staff (Rules)/A.R/Ol-2016 dated 18.07.2017.

5. These orders are issued with the concurrence of the Ministry of Finance (Deptt. of Expenditure) vide their OM No. 11-1/2016-IC dated 11.07.2017.
