Dear Comrade,

Kindly refer to our letter written to the Hon'ble Prime Minister and the Cabinet Secretary demanding settlement of our 20 point charter of demands placed on the website on 7.10.2008. Before the Prime Minister, we had pleaded for refering the issues to the Group of Ministers already set up for looking into the grievances of the Defence personnel. Our demand before the Cabinet secretary was to settle these issues through a discussion. We have not been favored with a response from either.

It would be therefore appropriate and desirable that we follow it up with a demonstrative Programme of action. The affiliates and C-O-Cs may kindly advise their members to hold a lunch hour demonstration on 8th December 2008 in front of all offices and send the following telegram to the Prime Minister / Cabinet Secretary.

Solicit kind reference to the Confederation's letter D-16/2008 dated 6.10.2008 and request settlement of demands.

The National Executive had decided upon organizing a Strike Ballot as a method of intensive campaign of the charter of demands amongst the employees and seek their approval for the indefinite strike Programme. Some of the affiliates had asked the confederation of exploring the feasibility of preparing a common format for the same. We suggest the following format for taking the Strike ballot.

"I hereby agree to participate in the indefinite strike action as suggested by the National Executive of the Confederation to pursue the 20 point charter of demands.

Recently the Department of Personnel has issued instruction regulating grant of child Care leave in No 13018/2/2008.ESH(L) dated 18th Nov.2008. One of the conditions imposed for the grant of Child Care leave is that:

' CCL can be availed only if the employee concerned has no Earned Leave at her credit'

We have demanded for the exclusion of the said condition as it goes to nullify the very purpose of the grant of CCL.

The National Executive of the Confederation will meet at Delhi on 13th December 2008. Notice for the meeting is enclosed. On 12th December,2008, a convention will be held at New Delhi (FICCI Auditorium- Mandi House) Co-sponsored by Confederation, AIIEA,BEFI and AISGEF on the subject of Impact of Global financial Crisis on Indian Economy in the light of the further liberalization proposal of the Govt. of India in Banking Insurance and Pension Sectors". The Convention is slated to commence at 11.A.M and will be concluded by 3,00 PM. The National Executive Committee members who are interested to participate may reach Delhi one day in advance.

NOTICE:

Notice is hereby given for a meeting of the National Executive of the Confederation on 13.12.2008 at Manishinath Bhawan, A/2/95 Rajouri Garden, New Delhi. 110 027. The meeting will commence at 2.30 PM. The Secretaries of the State COCs as also the Secretaries of the State Capital COCs are requested to kindly attend the meeting. The agenda for the meeting is as under:

(a) Review of the implementation of the decisions taken at the last meeting of the NE held at New Delhi. On 26th August, 2008 by the affiliates/COCs.

(b) Future Course of Action (as proposed in the last meeting) in pursuance of the 20 point charter of demands including the modification required to the charter of demands if any.
