FRAUDS RELATED TO JEEVAN PRAMAAN/DIGITAL LIFE CERTIFICATE FOR PENSIONERS: ESSENTIAL TIPS FOR PENSIONERS
(a) whether the Government is aware of recent reports about frauds committed in the name of updating the Jeevan Pramaan/Digital Life Certificate for pensioners;
(c) whether the Government is taking any measures to prevent such frauds and protect pensioners; and
(d) if so, the details thereof and if not the reasons therefor?

(a) to (d): I. MeitY/NIC provide digital platform for submission of Jeevan Pramaan (Digital Life Certificate) by the pensioners. Detailed procedures are provided on the website (https://jeevanpramaan.gov.in). Mobile application is available in the Play Store (for Android) and App Store (for Apple mobile). As of March 2025, over 10.13 crore pensioners have been registered.
II. Pension Sanctioning Authorities and Pension Disbursing Agencies conduct awareness among pensioners for life certificates generation. The Department of Pension and Pensioners’ Welfare (DoPPW) organizes workshops to raise awareness about the digital submission of life certificates. MeitY and NIC actively utilize social media platforms to disseminate information about the Jeevan Pramaan digital life certificate.
i.An official tweet warning citizens about the fraudulent website was issued by NIC Media Division creating public awareness.
- The issue was reported on the National Cyber Crime Reporting Portal, with Cyber Crime Incident Acknowledgment No: 20812220080892.
- CERT-In (Indian Computer Emergency Response Team) was informed and requested necessary action to mitigate the threat.
- The Indian Cyber Crime Coordination Centre (I4C) was requested to review the case and take down the fraudulent site as deemed appropriate after due diligence.
- PIB (Press Information Bureau) was requested to issue a public alert regarding the fake website, which was published accordingly.
IV. The Central Pension Accounting Office (CPAO) website (https://cpao.nic.in/) displays messages to alert users against such frauds.

AUGMENTING CGHS WELLNESS CENTRES ACROSS REGIONS

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether it is a fact that 26 per cent of CGHS wellness centres are concentrated in Delhi NCR, with some States having fewer than 10 centres;
(b) the reasons behind the unequal distribution of wellness centres and the lack of centres in States like Arunachal Pradesh and UTs like Ladakh, A&N Islands and Lakshadweep;
(c) whether the Ministry plans to modify norms, such as adjusting beneficiary requirements, for establishing new centres in remote areas; and
(d) the measures being taken to expand CGHS wellness centres in underserved regions?

(a) & (b) : Out of total 342 CGHS Wellness Centres (WCs) in the country, 99 WCs (i.e. 29%) are located in Delhi-NCR, as more than 20 lakhs CGHS beneficiaries (43%) out of total 47.43 lakhs, are residing in Delhi-NCR Region.
(c) & (d) : The extant norms for opening of a new CGHS Wellness Centre, inter-alia, include minimum 2500 principal CGHS Cardholders or 6000 CGHS beneficiaries subject to availability of resources, suitable accommodations, creation of posts of Medical Officers, Pharmacists, Staff Nurse, Clerical Staff etc. Government has no proposal at present to modify the extant norms for opening new CGHS Wellness Centres. In the underserved regions, private hospitals are recognised / empanelled under CS (MA) Rules, 1944, and Authorised Medical Attendant are appointed, for providing medical facilities to Central Government Employees and their family members.
