No. Confd./ Covid-19-2020                                                                       Dated: 28.03.2020

To
The Secretary,
Department of Expenditure,
New Delhi-110001

Sir,
I am directed to draw your attention to the order issued by you in pursuance of Disaster Management  Act ,2005 dt 24.03.2020 and addendum on it issued on 25.03.2020. In these orders Treasury function has been declared as Essential Service and all Pay and Accounts Offices are required to be kept open albeit with "bare minimum staff". Now I would request you kindly to consider the fact that all payments are not essential and related to the management of present crisis. Pay and Accounts Offices needs to be kept open only for purposes specific to the need of present situation.
A general order to run all PAOs will unnecessarily work as anathema to the decision of “lock down “aimed at Social Distancing.
So, I would request you kindly to issue further clarification/ directives to keep open the only specified functions of PAOs and close the rest during this period.
                        With regards
                                                                                                                                  Yours Sincerely

                                                                                                                                   (R.N. Parashar)
                                                                                                                               Secretary General
