COM : GURUDAS DAS GUPTA PASSED AWAY.
Com. Gurudas Das Gupta, Veteran Trade Union leader passed away today (31.10.2019). He was General Secretary of AITUC and Member of Parliament for long time. He was the National leader of Communist Party of India (CPI). He sacrificed his entire life for the emancipation of poor and downtrodden and the working class of India .

A honourable speech
by CMD BSNL to corporate office employees before Diwali. He makes it clear he
will not guarantee for salary from next month - his first priority is BSNL not
its employees. Further, he says that, the Govt has given the employees an
opportunity to leave the job with an attractive ex gratia - only those
employees should stay who can justify their salary and are able to do a duty of
12 hour.
He warns that,
after 1st January 2020 they all shall see a tough management who will set
personal target for each staff - which if not fulfilled then they shall be
forced for compulsory retirement. Finally he concluded that, such a huge number
of employees are a burden for BSNL and suggested that, at least 90 k employees
who are not justifying their salary must take VRS.
This is last
opportunity for them to leave the job with dignity and exgratia.

Overseas Citizen of India to enroll in NPS at par with Non-Resident Indians

Pension Fund Regulatory and Development Authority (PFRDA)
has now permitted Overseas Citizen of India (OCI) to enroll in National Pension
Scheme (NPS) at par with Non-Resident Indians vide Circular No:
PFRDA/2019/19/PDES/3 dated 29th October 2019. The Government vide notification
S.O. 3732(E) dated 17th October, 2019 on Foreign Exchange Management (Non-debt
Instruments) Rules, 2019 of Dept. of Economic Affairs, has specified that an
OCI may subscribe to the National Pension System governed and administered by
PFRDA, provided such person is eligible to invest as per the provisions of the
PFRDA Act and the annuity/accumulated saving will be repatriable, subject to
FEMA guidelines.
Contributions made towards NPS are eligible for an
additional tax deduction under section 80CCD(1B) upto Rs. 50,000 which is over
and above the Rs 1,50,000 limit of deduction available under sec 80CCD(1). In
the Union Budget 2019, the tax exemption limit for lumpsum withdrawal on
exit/maturity from NPS has been increased from the present 40% to 60% under
section 10(12A) of the IT Act and the remaining 40% of the corpus is already
tax-exempt as it is mandatorily utilized for annuity purchase.
About PFRDA:
Pension Fund Regulatory and Development Authority (PFRDA)
is the statutory Authority established by an enactment of the Parliament, to
regulate, promote and ensure orderly growth of the National Pension System
(NPS) and pension schemes to which this Act applies. NPS was initially notified
for central government employees joining service on or after 1st Jan 2004 and
subsequently adopted by almost all State Governments for its employees. NPS was
extended to all citizens of Indian on voluntary basis from May 2009 and to
corporates in December 2011 and to Non-Resident Indians in October 2015.
As on 26th October 2019, the total number of subscribers
under NPS and Atal Pension Yojana has crossed 3.18 crores and the Asset under
Management (AUM) has grown to Rs. 3,79,758 crores. More than 66 lakhs
government employees have been enrolled under NPS and 19.2 lakhs subscribers
have subscribed to NPS in the private sector with 6,812 entities registered as
corporates.
PFRDA in its endeavor to promote and develop NPS has taken
several initiatives towards increasing the pension coverage in the country.
Now, any Indian citizen, resident or non-resident and OCIs are eligible to join
NPS till the age of 65 years.

The Proceedings of 10th State level conference - Karnataka - 24th October 2019 in Bangalore
The Proceedings of 10th State level conference of Confederation of Central Government Employees and Workers Karnataka State held at 4th Floor Income Tax Office Bangalore on 24th October 2019.
The Conference was attended by affiliates of COC Karnataka namely NFPE (P3) , NFPE(Postmen), ITEF, NFPE (RMS-R3) , NFPE(RMS R4) , NFPE(Postal Admin ), NFPE (Postal Accounts), AG’s, Central Excise, Ground Water, Census, Survey of India, CGHS, Civil Accounts etc.
The Conference was conducted under the joint presidium of President S. Radhakrishna and working President PS Prasad.
Com Ramakrishna Joint Secretary welcomed the chief quest to the Dias,
Com P.S.Prasad Working President welcomed the delegates and Chief quests.
Com S.Radhakrishna President moved resolution condoling the death of national leaders eminent personalities and comrades who had breathed last from last conference in July 2017 to date. House observed a minutes silence in memory of departed souls. President in his brief introductory remarks stated that the policies of Government has adversely affecting the common people resulting in economic difficulties for them. The mass convention of workers has given a call for countrywide strike on 8 January 2020. Confederation National Executive meeting held on 19 October 2019 has endorsed the call of mass convention and has called upon all CG employees to join strike on ten point charter of demands and demands adopted in Convention. The rights the workers enjoyed because of Constitution and various judicial decisions is under threat. Unless we save our constitution our future will be in dark. Therefore we have invited Justice Nagmohan Das former Judge of Karnataka High Court to explain us about the importance of Constitution for us. Honorable Judge when he was practicing Advocate had address convention of COC on Article 311 of Constitution and Right to strike. He then requested Judge to inaugurate the conference and speak on Constitution of India.
Hon’ble Justice H.N.Nagamohan Das inaugurating the conference spoke at length about the constitution of our country, how constitution of our country has protected our basic fundamental rights of the common man , workers, trade union rights , freedom of speech, he emphasised that basic issues of the workers, common man such as food , clothing , wages etc are not being discussed by the politicians , but other issues are being discussed. He emphasised that the each and every worker of the country should read the constitution of our country and protect our rights.The economic policies pursued by successive Governments has resulted in country’s wealth concentrating in the hands of just 2% of population . The privatisation of the Government Departments should be stopped and at present only 2% of the working force is from Government sectors. The vacant posts should be filled up at present in Government sectors about 25 lakhs posts are vacant, there is huge unemployment is there. All should join together to change the policies of Government. Only then Constitution can be upheld to protect the interest of common people and pluralism of country.
Com M.Krishnan Secretary General Confederation of Central Government Employees and Workers New Delhi addressed and informed that how privatisation of the Central Government departments including Railways and Defence is taking in a big way, apart from privatisation the staff reduction is taking place in a big way. He also informed that the minimum wage calculations formula ie is Dr Aykroyd Formulawhich is being manipulated and various benefits of this formula is being removed which is a big disadvantage to the workers of this county and especially the Central Government employees , which will hamper the minimum wage of the Central Government employees in next pay commissions. He asked all employees of Central Government to join the main stream of working class movement and participate in the one day General Strike on 8th Jan 2020. He guided how the campaign should be conducted.
Com Vinod General Secretary presented the General Secretary report and emphasised the fact of participating in the one day General Strike on 8th Jan 2020. The members passed the General Secretary report.
Com M.S.Ganesh presented the accounts statement for the year 2017-19 and requested members to contribute liberally, The accounts statement was passed.
The house passed the resolution in one voice placed by the President regarding participation in the one day General Strike on 8th Jan 2020.The steps taken for the campaign was discussed in detail.

Union Cabinet approves revival plan of BSNL and MTNL and in-principle merger of the two
Spectrum of 4G to be allocated to the Telecom PSEs Funding through capital infusion of over Rs 20,000 Crore Sovereign guarantee for long term bonds of Rs 15,000 Crore Union Government to bear cost of attractive VRS
The Union Cabinet today approved the proposal for revival of BSNL and MTNL by administrative allotment of spectrum for 4G services, debt restructuring by raising of bonds with sovereign guarantee, reducing employee costs, monetisation of assets and in-principle approval of merger of BSNL & MTNL.
The following was approved by the cabinet:-
It is expected that with the implementation of said revival plan, BSNL and MTNL will be able to provide reliable and quality services through its robust telecommunication network throughout the country including rural and remote areas.

The following was approved by the cabinet:-
- Administrative allotment of spectrum for 4G services to BSNL and MTNL so as to enable these PSUs to provide broadband and other data services. The said Spectrum will be funded by the Government of India by capital infusion in these PSUs at a value of Rs 20,140 Cr in addition; the GST amount of Rs 3,674 Cr to this spectrum value will also be borne by the Government of India through Budgetary resources. By using this spectrum allotment, BSNL and MTNL will be able to deliver 4G services, compete in the market and provide high speed data using their vast network including in rural areas.
- BSNL and MTNL will also raise long-term bonds of Rs 15,000 Cr for which sovereign guarantee will be provided by the Government of India (GoI). With the said resources, BSNL and MTNL will restructure their existing debt and also partly meet CAPEX, OPEX and other requirements.
- BSNL and MTNL will also offer Voluntary Retirement to their employees, aged 50 years and above through attractive Voluntary Retirement Scheme (VRS), the cost of which will be borne by the Government of India through budgetary support. The ex-gratia component of VRS will require Rs. 17,169 Cr in addition, GoI will be meeting the cost towards Pension, Gratuity and Commutation. Details of the scheme will be finalised by BSNL/MTNL.
- BSNL and MTNL will monetise their assets so as to raise resources for retiring debt, servicing of bonds, network upgradation, expansion and meeting the operational fund requirements.
- In-principle merger of BSNL and MTNL
It is expected that with the implementation of said revival plan, BSNL and MTNL will be able to provide reliable and quality services through its robust telecommunication network throughout the country including rural and remote areas.
