CONFEDERATION WRITES TO SECRETARY, DOP&T

Sub: -  Inordinate delay in grant of Recognition under CCS (RSA) Rules 1993 to Directorate of Advertising & Visual Publicity (DAVP) Employees Association, Ministry of Information and Broadcasting - regarding.

Ref:     1.  DOP&T OM No.F No.3/3/2016-JCA(Pt) dated 28-04-2017 addressed to all Secretaries of Ministries/Departments, Govt. of India regarding inordinate delay in the grant of Recognition to Service Associations under CCS (RSA) Rules 1993 (copy enclosed).
            2.  Letter No.B-12017/1/99-Admn-III(Vol.IV) (Pt) dated 02-03-2012 of Ministry of Information & Broadcasting addressed to Deputy Secretary (CS-IV), DOP&T on the above subject (copy of the letter enclosed).
            3.  Certificate of verification of deduction of subscription under check-off system send by DAVP on 23-8-2011.(copy enclosed).

                 Please refer to the discussion in the Standing Committee meeting of National Council JCM regarding inordinate delay in grant of Recognition to Service Associations under CCS (RSA) Rules 1993.  While thanking you for issuing necessary directions to the Secretaries of all Ministers/Departments (copy of your office OM enclosed) we regret to bring the following for your kind notice and personal intervention.

                 All India DAVP Employees Association has applied for Recognition under CCS (RSA) Rules 1993 on 29-10-2008.  The membership verification process was completed and the Ministry of Information and Broadcasting has submitted a detailed report to the Deputy Secretary (CS.IV), Department of Personnel & Training, 3rd Floor, Lok Nayak Bhavan, Khan Market, New Delhi-110 003 on 2nd March 2012. (copy of the report enclosed).

                 In the report submitted by the Ministry of Information and Broadcasting to DOP & T, it was clearly stated as follows and also recommended for grant of recognition -

                 “The application has been examined as per the conditions required for Recognition of Service Association laid down in DOP & T’s notification dated 5th November 1993, and have found that the Association has completed all the formalities for the recognition of the above said Association under Central Civil Services (Recognition of Service Associations) Rules 1993.  Necessary recognition may be granted to All India DAVP Employees Association under CCS (RSA) Rules 1993”.

                 DAVP has also furnished the certificate of deduction of membership subscription under check off system (copy enclosed).

                 Inspite of all these, the Recognition is not yet granted to the Association.  Almost nine years are over now from the date of submission of application for recognition by the Association.

                 I once again request your personal intervention in this case, so that recognition will be granted to the All India DAVP Employees Association, without any further delay.

                 It may be pointed out that for want of recognition, the Departmental Council JCM is also not functioning in the DAVP, resulting in non-settlement of genuine grievances of the employees for years together.

                 A line in reply from your end will be highly appreciated.
