OFFICE MEMORANDUM 

Subject: Guidelines for allowing medical facilities under CGHS/CS(MA) Rules, 1944, to dependent transgender children/siblings irrespective of age — Reg.

In compliance with the provisions of the Transgender Persons (Protection of Rights) Act, 2019, it has been decided to allow medical facilities under CGHS/CS(MA) Rules, 1944, to dependent transgender children/siblings of Central Government employees (serving/pensioner) irrespective of age, subject to the following conditions:

 

  • Individual must be wholly dependent as per the financial limit specified in MoHFW OM No. per OM No. $.11012/2/2016-CGHS(P) dated 08.11.2016 (copy enclosed), on the central government employee.
  • Individual must have a certificate issued by District Magistrate, under the provisions of Transgender Persons (Protection of Rights) Act, 2019.

2.         This issues with the approval of competent authority.

 HISTORIC ONE DAY TOKEN STRIKE OF 19TH SEPTEMBER 1968.

          19th SEPTEMBER 1968, is the biggest Milestone in the history of Central Government Employees trade union movement - 57 years ago on this day the entirety of the Central Government Employees conducted one day TOKEN STRIKE on the clarion call of Joint Council of Action (JCA) comprising of AIRF, AIDEF and the Confederation of Central Government Employees and Worker's.  

           The basic demands of the strike were " Grant need based minimum wages " & " Full Neutralisation of rise in price of cost of living through Dearness Allowance ", along with other Demands in the charter. More than 30 lacs CG Employees participated in the strike inspite of all odds, making the strike a grand success. 

          The 15th ILC (1957) for the first time, provided a broader framework for Determination and fixation of minimum rate of wages in India, which mainly recommended fixation of minimum wages should be based on " Need based and should ensure the minimum human need of an industrial Worker's, irrespective of any other considerations ". This concept was not accepted by the 2nd CPC, resulting in an indefinite strike by CG Employees from 12th July 1960, unilaterally withdrawn on 17th July in absence of any negotiation forum. Later on, the Government established Joint Consultative Machinery (JCM) with compulsory Arbitration, similar to that of whitley Council in Britain in 1966. 

           When in the first meeting of JCM staff side raised the issue of full Neutralisation of price rise and Dearness Allowance, Government accorded its Disagreement but refused to refer it to the Arbitration, staff side gave the clarion call of one day TOKEN Strike on 19th SEPTEMBER 68 under the banner of JCA. 

          The then Government led by Smt. Indira Gandhi resorted to all repressive measures to suppress the strike, services of para military forces and even army Personnels were utilized to curb the strike of CG Employees.  ESMA was promulgated everywhere, preventive arrests of leader's were made and strict directives were issued for dealing with the strike. There were mass scale Victimization, thousands were suspended, jailed, terminated, removed from Service, 17 striking Employees sacrificed their lives in police actions at various places.

          The impact of the strike was that the Government was compelled to put "Neutralisation of price rise in the "Terms of Reference of 3rd CPC " in 1970. The 3rd CPC recommended the formula of Neutralisation of price rise through Dearness Allowance as per consumer price index. The facilities of Dearness Allowance, which we are enjoying today are because of the sacrifices of those Comrades. Need Based minimum wage as per Dr Akroyd recommendations is still illusive, sustained struggle is required to achieve the same. 

      On this 57th ANNIVERSARY of the historic 19th SEPTEMBER strike 1968, the Confederation of Central Government Employees and Worker's pays respectful Homage to 17 Martyrs of 19th SEPTEMBER strike, who have sacrificed their lives for the betterment of future Generations.  We also remember the great leaders who led the movement and the common members who made it possible by their active participation.  Their sacrifices will always be a source of inspiration for us to carry out the struggles in future to protect the interest of the working class.

Subject: Disbursement of salary/wages/pension to the Central Government Employees in the State of Bengal for the month of September, 2025 on account of Durga Puja/Dussehra festivals in Bengal-reg.

In view of the Durga Puja/ Dussehra festivals, the Government has decided that the salary of all Central Government employees in the State of Bengal for the month of September 2025 may be drawn and disbursed by the Central Government offices (including Defence, Posts & Telecommunications) on 26th September 2025 (Friday).

2. The wages for September, 2025 of the industrial employees of Central Government serving in the State of Bengal may also be disbursed in advance on 26th September 2025.

3. The pension for September, 2025 of all Central Government Pensioners in the State of Bengal may also be disbursed by Bank/PAOs on 26th September 2025.

4. The salary/wages/pension so disbursed is to be treated as advance payments and will be subject to adjustment after the full month’s salary/wages/pension of each employee/pensioner is determined. The adjustment, if any, will be made without exception from the salary/wages/ pension of the month of September 2025.

5. The concerned Ministries/Departments are requested to bring these instructions to the notice of their offices located in the State of Bengal for necessary action immediately.

6. Reserve Bank of India is requested to bring these instructions to the notice of all paying branches of all Banks located in the State of Bengal for necessary action immediately.

DOPPW COMMENCES PREPARATIONS FOR DLC CAMPAIGN 4.0

The Department of Pension & Pensioners’ Welfare (DoPPW) will conduct the Nationwide Digital Life Certificate (DLC) Campaign 4.0 from 1st to 30th November 2025 across all 1600 districts and sub-divisional headquarters of the country.

A high-level review meeting was chaired by Shri V. Srinivas, Secretary (Pension) on 9th September 2025, with participation from senior executives of 19 Pension Disbursing Banks and India Post Payments Bank (IPPB).

During the meeting, the performance of DLC Campaign 3.0 was reviewed. The previous campaign achieved 1.62 crore DLCs, including more than 50 lakh DLCs through Face Authentication technology, and organized 1,900 camps in 800+ districts and cities with active participation of banks, IPPB, Central Government Ministries/Departments and Pensioners’ Welfare Associations (PWAs).

From the banking side, Shri Amritesh Mohan, Chief General Manager, State Bank of India, Shri Rajesh Prasad, Chief General Manager, Punjab National Bank, and Shri Gurusharan Rai Bansal, Chief General Manager, India Post Payments Bank participated. Senior representatives from other pension disbursing banks were also present and assured complete preparedness of their networks and doorstep service channels.

            The meeting finalized daily DLC generation targets for November 2025, scheduling of camps at 1600 districts and sub-divisional headquarters, and provision of doorstep services for very senior and differently-abled pensioners. Stakeholders agreed to use the DLC NIC Portal for real-time monitoring and reporting. Banks and IPPB will launch an extensive awareness campaign in October 2025, using SMS, WhatsApp, social media, banners, and local media coverage to inform pensioners about submission options.

DLC Campaign 4.0 is positioned as the largest-ever outreach initiative for pensioners, targeting 2 crore DLCs, with a strong emphasis on Face Authentication technology, ensuring universal coverage and ease of living for pensioners. NKR/PSM

MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH)

(a) to (e): Rule 7, 12, 14, 19 & 20 of the Central Civil Services (Leave) Rules, 1972 have been amended to align with the Rights of Persons with Disabilities Act, 2016 vide Notification dated 03.04.2018. Further an OM dated 17.07.2018 was issued clarifying the applicability of Rule 20 of the CCS (Leave) Rules, 1972 to the notification.

The reimbursement of Children Education Allowance (CEA) for Divyaang Children has been set at ₹4500/- per month which is double the prescribed normal rates of CEA vide issue of Office Memorandum dated 17 July 2018. The rates are further revised from ₹4500/- to ₹5625/- per month.

 

So far Other benefits related to Central Civil Services (Leave) Rules, 1972 is concerned, the Government employees with benchmark disabilities are provided with four days of Special Casual Leave; Special Allowance of Rs. 3,000 per month is provided to the Women Government Servant with disabilities for Child Care from the time of birth of child till the child is two years old.

Consumer Price Index for Industrial Workers (2016=100) – July, 2025

1. Labour Bureau, an attached office of the M/o Labour & Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of retail prices collected from 317 markets spread over 88 industrially important centres in the country. The index for the month of July, 2025 is being released in this press release.

2. The All-India CPI-IW for July, 2025 increased by 1.5 point and stood at 146.5 (one hundred forty-six point five).

3. Year-on-year inflation for the month of July, 2025 stood at 2.66% as compared to 2.15% in July, 2024.

(a) to (d): Considering the potential emotional trauma caused due to stillbirth or death of a child soon after birth which has a far reaching impact on the life of mother, this Department on 2nd September 2022 made a provision to provide 60 days of Special Maternity Leave to a female Central Government employees, in such cases.

In recognition of the noble and selfless act of donating an organ to save or improve another human life, and with the aim of encouraging organ donation among Central Government employees, Special Casual Leave is provided by issue of orders on 25th April, 2023 by this Department so that a maximum of 42 days of Special Casual Leave can be granted to a Central Government servant for donating an organ. This is extended as a special welfare measure in the larger public interest.

Statement referred in reply to parts (a) to (c) of Lok Sabha Starred Question No. *345 to be answered on 18.08.2025 regarding Tax Relief to Senior Citizens by Shri T R Baalu:

(a) No. There is no such plan under consideration at present.

(b) Under the Income-tax Act, 1961, a number of reliefs have already been provided to the senior citizens. It is the stated policy of the Government to reduce the tax rates while removing exemptions and deductions. Accordingly, new tax regime with liberal slabs, lower rates and higher rebates has been put in place effective from previous year starting from 1.4.2025. Further, any matter relating to tax rates or relief is decided during regular budgetary exercise and outcome of same is reflected in the respective Finance Act.

(c) The details of income-tax collected from senior citizens above 70 years during the last five years are as under:

(a) whether the Government has decided to extend the benefit of the Old Pension Scheme (OPS) to those Government employees whose appointment was made after 1 January 2004, but whose recruitment process/advertisement was initiated before 1 January 2004, if so, the details thereof;

(b) whether the Government proposes to implement similar comprehensive provisions for employees of public sector undertakings and Public Sector Banks; and

(c) whether the Government ensures that all the employees of the State Bank of India whose recruitment process (such as advertisement or examination) was conducted before 1 August 2010, but whose appointments were delayed due to unavoidable circumstances and took place after 1 August 2010 are also included in the Old Pension?

(a) & (b) In light of various Court judgments, the Government had issued instructions vide OM No. 57/05/2021-P&PW(B) dated 03.03.2023, giving one-time option to those Central Government civil employees for inclusion under the CCS (Pension) Rules, 1972 (now 2021) who have been appointed against the posts or vacancies which were advertised/notified for recruitment/appointment prior to date of issuing of notification of National Pension System i.e. 22.12.2003. Further, there is no such proposal under consideration in Ministry of Finance for Public Sector Undertakings and Public Sector Banks.

(c) As per the State Bank of India Employees’ Pension Fund Regulations, 2014, the old pension will not be applicable to those who joined the services of SBI on or after 01.08.2010.

India Post Payments Bank (IPPB) today celebrated its 8th Foundation Day, known as IPPB Day, marking another milestone of transforming the banking landscape by delivering inclusive, accessible, and affordable services at the last mile.

Since inception, IPPB has emerged as one of the largest financial inclusion initiatives globally, leveraging the unmatched reach of more than 1.64 lakh Post Offices and more than 1.90 lakh Postmen and Gramin Dak Sevaks (GDS). The Bank has successfully on-boarded over 12 crore customers, processed billions of digital transactions, and enabled doorstep banking services in rural, semi-urban, and remote regions.

Recent innovations have further strengthened IPPB’s portfolio. The Bank has expanded into end-to-end DBT disbursements, pension payments, credit facilitation through referral tie-ups and insurance & investment products in collaboration with partner institutions.
